Using services "lib" folder to add resources to classpath

In the current implementation of Axis2 services, services' "lib" folder add
jars to classpath. There are situation where we need to add some resources
pertaining to a service to the classpath. Ex: interop.properties when using
security. If this kind of resources can be available in classpath directly
when added to "lib" folder, which will enhance the usability of Axis2 services
configuration.
