Dispatching w/o SOAPAction or WSA Action

A simple wsdl (even perf.wsdl or ping.wsdl in Axis2) will fail if we don't use
SOAP action or WSA Action. Can we please enhance the
SOAPMessageBodyBasedDispatcher to look deeper into the message (say if the wsdl
says echo operation uses echoIn/echoOut and at runtime we find echoIn inside
the soap:Body) to dispatch appropriately?
