At the moment you can declear policy elements ( <wsp:Policy> ..
</wsp:Policy> or <wsp:PolicyReference>  .. </wsp:PolicyReference> ) in
axis2.xml, services.xml or module.xml. And that policy information is
available in Axis* Description classes. And new Sandesha2
implementation loads its configurations from a bunch of RM policy
assertions declared in its module.xml. Axis2 security module would do
the same in near future and soon the entire Axis2 system would be
driven using policies..
