Maybe my problem is my approach of calling a web service that takes no 
parameters?  Here
is my ClientUtil function:

public static OMElement getCountriesAndStates() 
    {
        OMFactory fac = OMAbstractFactory.getOMFactory();
        OMNamespace omNs = fac.createOMNamespace(
                "http://tempuri.org/SoapTixs/message/";, "");
        OMElement method =   
           fac.createOMElement("GetCountriesAndStates", omNs);
       
        return method;
    }

Is that the appropriate way of calling a non-parameter function?
Other than that, I have no idea what it could be.
