Create drop-in axis2 admin support

Ideally I don't need anything else but jar files, mar files, the axis2.xml and
my webservice archive in order to add webservice capabilties to an existing web
application. If I want to add axis2 admin capabilities I need to add html
files, jsp files, images and so on. Most of them are located in my web
application root. Apart from the inconsistent naming I don't want to have axis2
pollute my root directory.
If possible there should be no need to add anything else but jar files for
resources to my existing web application to add axis2 admin support (this would
mean getting rid of JSPs). If this can't be done a simple drop-in directory
would help a lot.
