Replacing 

options.setTranportOut(new TransportOutDescription(new QName(
Constants.TRANSPORT_HTTP))); 

with

options.setSenderTransport(Constants.TRANSPORT_HTTP, configContext
                                        .getAxisConfiguration());

fixes the problem.

However I believe that you should also work directly with setTransportOut
