Service lifecycle init/destroy does not work

This enhancement was originally reported in Jira 341. It was supposedly fixed
in 0.96 - I did not personally verify though. I tried 1.0 RC4 and init/destroy
is not called and the destroy method is actually listed as an operation via
http://host:8080/axis2/services ui.
