As you might already know, the relationship type for a reply message in
Submission spec is wsa:Reply. But the same in 2005/08 is
http://www.w3.org/2005/08/addressing/reply.

If we are sending "wsa:Reply" for 2005/08 messages then its a bug. If
this is the one you are referring to, please provide me with a small
test case and I will fix it.
