Thanks, this location worked and the plugin was properly downloaded.

I wonder why the one at http://people.apache.org/repository/maven/plugins/ doesn't work.

I still think my observation that because this plugin was a sandbox project that seems to no longer have downloads available, it would be a good idea to move to a unit testing plugin that is still being generally released and may be better supported.
