download appears to allow use only for internal evaluation or the

implements the specification, doesn't mess with the specification
namespace or API, and passes the TCK). Are we able to make a partial
implementation of JAX-WS part of the Axis2 project and have it included
in the distribution? Is it even valid to distribute the API jar and such
as part of the build?
