The license on the download appears to allow use only for internal evaluation or the distribution of *fully compliant* implementations (i.e., ones that fully implements the specification, doesn't mess with the specification namespace or API, and passes the TCK). Are we able to make a partial implementation of JAX-WS part of the Axis2 project and have it included in the distribution?
