All of Axis is licensed under the Apache License 2.0
The Apache License is very simple. You can read it here
http://www.apache.org/licenses/LICENSE-2.0.html

The main point is that you can modify the code as much as you like. If
you redistribute it you must follow the points in section 4 of the
license.
