Axis seems to be unable to load inner classes

Trying to use inner classes in classes wich are the implementation of a service
fails with a "java.lang.NoClassDefFoundError:test/TestService$InnerClass".
This behavior occours in version 1.0 at startup time of tomcat and in nightly
build from 13 july at services class access.
