Some refactoring of the JAXWS Metadata Abstraction Layer (the Description
package) for initial factory to create Description objects. This factory was
previously refered to as the MDQ (Metadata Query layer), but has been renamed
from MDQ to be the DescrpitionFactory. The associated (empty) MDQ packages
have been deleted.
