Can I define new provider and use it instead of Axis Provider?

Hi all,
I have necessity of to define a Provider that instead of to have a Java 
class how web services, have a owner technology. This provider through 
wsdd file deploy services defined in this technology.
Is possible? If yes how can I start? Is there some documentation?
