After the renaming of the phases, many users would encounter the invalid error
message shown below, if they used a previous version axis2.xml
"Invalid phases please recheck axis2.xml {0} for the handler {1}" (with the
{0} and {1} displayed as-is)
This should be rephrased as
"'Dispatch' phase not found on the global 'InFlow' phase of the axis2.xml.
Please recheck"
