ServiceGroupContext is not available to all services in transport scope

I have created a service group consisting of two services which are in the
transport scope.
Then I set a ServiceGroupContext property from one service.
This property is properly available to the same service in sebsequent requests.
But that property is not available to the other service which is in the same
service group.
HTTP cookies are sent properly when monitored using TCP monitor. But it seems
that the second service gets a different ServiceGroupContext.
