Steps to reproduce:

1. Start Axis2 wizard in IDEA
2. Select 'Create a service archive' option
3. Select following options in 'Service Type Selection' screen
- Single service archive
- I already have services.xml
4. Select services.xml and specify class location. Then click on next button
5. Do not edit service descriptor and click next
6. Select an output location and click on Finish
Actual Result:
===============
Archive is not created. Instead a temp directory is created at the specified
location with resource files.
Expected Result:
================
Service archive should be created as a compressed aar file.
