axis2-jaxbri module does not compile

I built the axis2_branch source with the following command.
maven clean dist-bin -Dmaven.test.skip -o
There I found that the axis2-jaxbri module is not get compiled. As a result of
this the axis2-jaxbri.jar file is not added to the release. Even jaxb runtime
classes are not added.
