Hi,

I agree with Thilina.

Apache Neethi provides extension mechanism where
domain specific types can be used as assertions. The framework provides
processing model to combine and interpret them.

IMHO MTOM policy assertions are yet another extension. Therefore
it doesn't belong in Neethi rather in Axis2.
