This will improve annotation processing in the JAX-WS metadata layer in the
following ways:
- Enforces that the method names in a Web service match the WSDL portType
operation names
- Forces generation of WSDL when Web service was deployed with partial WSDL
- Conslidation of error reporting in Validators
