You can see this same issue using the attachments from
http://issues.apache.org/jira/browse/AXIS-2057. I am personally running into
this issue using a differnet WSDL which also happens to include the OAGIS
schema. This is a very big deal for me and would love to hear of a work around
or tweak for any versions of Axis > 1.1.
