JAX-WS Fault MessageContexts are created incorrectly

When a fault occurs, JAX-WS is creating a normal response MessageContext when
it should be a fault MessageContext.
This will be fixed by calling the Axis2
MessageContextBuilder.createFaultMessageContext()
