We have one at wso2.org. That's under Apache License .. I don't see why every module has to be hosted in ASF itself. That's not the way httpd modules are done for example! See: http://wso2.org/projects/commons/xfer So do that xfer module and the new mex module compose to get the Transfer-GET functionality? If not what do we need to do to make it work?
