New patch file is uploaded per Dims's advice because Axis2 code had been
reformatted last week.
The new patch file JIRA2281and2267PatchMar13 contains code for both JIRAs: 2267
and 2281. In addition to the changes decribed, I had modified
DefaultAxis2DataLocatorDemoService's services.xml and ServiceData.xml file.
Basically, services.xml was modified to add "metadataExchange" parameter
configuration to demo the new configuration supported added, and
ServiceData.xml was fixed to avoid parsing problem.
