SoapAction is not added when wsdl is generated using ?wsdl2

In pojo based web service approach, user can generate wsdl2.0 by ?wsdl. In
wsdl1.1, the correct soapAction is appended to the wsdl:operation element when
generating wsdl by ?wsdl. However this feature is not available in wsdl2.0.
When user generates wsdl by ?wsdl2, soapAction attribute does not add to the
wsdl.
