Httplocation not resolved correctly

Currently httpLocation is always appended to the base uri (base uri + "/") in
order that the url resolves correctly. But an error occurs when the
httplocation starts with a "? wich leads to urls of the following form
/axis2/services/MessageTest3GService/?op=GuaranteedFault
It should rather be
/axis2/services/MessageTest3GService?op=GuaranteedFault
