Well there is ws-eventing via axis2 Savan. Wikipedia describes ws-eventing as:
*WS-Eventing* defines a protocol<http://en.wikipedia.org/wiki/Communications_protocol>for web services <http://en.wikipedia.org/wiki/Web_service> to subscribe to another web service, or to accept a subscription<http://en.wikipedia.org/wiki/Subscription>from another web service.
