You can add properties files in any class loader or system property or
set it programatically  etc...

I know we can, but I hope you can understand that this makes axis2.xml
file lengthier and cumbersome?

Taking the suggestion from Saminda also how about putting an entry in
axis2.xml giving the location of this property file, if present?
