We want to allow people to express constraints on things that may or may
not be deployed yet, because that enables constellations of related
Modules to be developed without requiring that they all be deployed at
once.
May be we can add a flag 'skipUnknownPhases' (as an attribute with
either true or false values) to the phase rule and make it explicit
and obvious ?
IMHO these will yield to more "confused" users.
