Priority: Blocker (was: Major)
Marking as blocker, we read the information into AxisBindingMessage and call
"bindingMessage.setProperty(WSDL2Constants.ATTR_WSOAP_HEADER, soapHeaders)" to
store the header information. There is no code in AxisService2WSDL11 that reads
this back when the dynamic wsdl is being constructed.
