Apologies - I just tried again with Axis2 1.2 and the generated code appears to 
be correct for all classes. I think I ran a "diff" on the code generated with 
Axis2 1.2 and Axis2 1.1.1 and didn't look close enough at the results :S 

Axis2 1.1.1 was definitely generating just the 'if("true".equals ...' case, so 
I guess it must have been fixed in Axis2 1.2
