IMO we have to fix this at some point, message-level policies are going to be a
reality in the not-too-distant future. As for whether it's a show-stopper for
1.3... I'm not so sure about that. There is too much to do (both cleanup/fixes
and new features) for us to get everything into 1.3, so I think it would be OK
if we managed to do it in 1.3, and also OK if we got it done for 1.4. We
should investigate it though, if we need any kind of major overhaul we should
scope the work soon.
