Resolution: Won't Fix
I think you are doing something wrong , you should not get ConfigurationContext
reference until AxisServlet get initialize. So after that if you want to change
the policy , then you can achieve that using ServiceLifeCycle interface. If you
want to know more about serviceLifeCycle pls have a look at
