Axis2 build fails in a fresh environment

When I run Axis2 build in a fresh environment the build fails because it
doesn't have axis2-mar-maven-plugin and axis2-aar-maven-plugin. This looks like
a dependency problem. If we can't engineer the build in a way such that this
dependency does not exist, we should make them available in some repository to
download during the build.
Workaround is to build/install them separately before executing the full build.
But I don't think that as an end user friendly approach.
