JAX-WS: A small performance improvement and some cleanup

These changes were all supplied by Nick Gallardo.
Summary of Changes:
1) The JAXWS Protocol class is changed to use HashMap instead of a series of
if/else statements. This problem was discovered by the IBM Performance
Analysis team.
2) The JAXWS AxisInvocationController is changed slightly to cleanup the
associated OperationContext when AxisFaults are thrown.
3) The JAXWS AxisInvocationController is changed slightly to detect
non-async operations don't have an ASYNC property.
I will be committing these changes for Nick in a few minutes.
