AbstractContext should lazily create the PropertyDifferences map

Problem Summary:
The AbstractContext maintains a PropertyDifferences map to record each
addtion/removal of a property. This extra processing is only necessary in a
cluster environment
and degrades perfromance in non-cluster environments.
Solution:
The suggestion is to lazily create the PropertyDifferences map. It should only
be created when clustering is enabled.
Kudos to David Strite for suggesting this change.
I am working on a fix.
