Merge inbound WS-Addressing handlers into a single handler

Currently we have an AddressingInHandler class plus two subclasses, i.e.
AddressingFinalInHandler and AddressingSubmissionInHandler. These subclasses
don't really do very much so their functionality can be moved to the
AddressingInHandler class.
