When deploying a POJO service my services.xml action mapping is used in the
generated WSDL

If I specify an actionMapping in my services.xml, the WSDL that is generated
doesn't pick this up. The result is that clients generated to use the WSDL
don't work. We should automatically set the actions in the WSDL based on the
action mappings in services.xml. Of course services.xml allows multiple action
mappings, so I suggest we choose the first one.
