Expose isMakeConnectionAnonymous on EPR

At the moment the Axis2 EPR has a method hasAnonymous that returns true if the
address is either WSA anonymous or using makeConnection annonymous.
I propose that this method continues to work as before, but a new method is
exposed called isMakeConnectionAnonymous.
The hasAnonymous can be changed to use that new method.
The isMakeConnectionAnonymous might be useful to Sandesha
