Cannot run the ant task following the documentation

I downloaded axis 1.4 and follow the instruction in the files
axis-1_4/docs/ant/ant.html
When I do ant -v : I get the following message :
[antlib:org.apache.tools.ant] Could not load definitions from resource org/apach
e/tools/ant/antlib.xml. It could not be found.
[property] Loading D:\work\workspaces\sites_sync\sites_sync\build\build.propert
ies
[taskdef] Could not load definitions from resource D:\work\workspaces\sites_sy
nc\sites_sync/jars/axis-tasks.properties. It could not be found.
The file D:\work\workspaces\sites_sync\sites_sync/jars/axis-tasks.properties
exist on my computer.
