I can confirm this, too.
I use Eclipse Europa (3.3.1.1.). I studied the workspace log and it says:

at java.lang.ClassLoader.loadClass(Unknown Source)
at java.lang.ClassLoader.loadClassInternal(Unknown Source)

etc.............
I WAS able to generate a service with this tool before (yesterday) and nothing
changed in this environment since then.
