I am proposing the following patch as fix for followings.
(1) Deprecated PolicyInclude class and deprecated all its methods and changed
them to use PolicySubject underlying for backward compatibility reasons.
(2) Fixed ExternalPolicySerializer which serialized wsu:Id attribute of the
Policy object as an unqualified attribute.
(3) Fixed Codegen to use the binding hierarchy when generating, instantiating
stubs.
