Issues with loading the W3CEndpointReference class

There are a few issues with loading this class in axis2;
- The ClassUtils.isJAXWSClass() method currently filters out all classes in
packages that start with 'javax.xml.ws'
- The ClassFinderImpl.getClassesFromJarFile() method currently uses the context
classloader to try to load classes instead of the one passed in to the method.
As a workaround for these issues, a jaxb.index file was needed in the
javax.xml.ws.wsaddressing package. Once they are fixed it can be removed.
