Scripts in distribution bin/ dir aren't executable

Downloaded and unzipped the axis2 1.4 binary dist, and noticed that the scripts
in the bin/ dir need to be chmod +x'ed before use. If there's a way we can fix
this to have them executable after unpacking that would be great.
