Axis2 client code is not transporting Asian national lang characters correctly

Asian characters are not converted from UTF-16 to UTF-8 correctly for
transporting to target service. Target services can therefore not function
properly if they are expecting national lang characters.
Verified that the JVM is working correctly by testing
String.getBytes("UTF-8")... the characters look fine in this case so must be an
Axis2 bug.
