Two policies in the WSDL have the same wsu:Id value

In WSDL2 , policies are displayed inline and policies in both SOAP 1.1 binding
and SOAP 1.2 binding has the same wsu:Id which is wrong. I think we will be
able to get rid of this if we attach policies as policy references, so that
actual policy will be serialized only once in the WSDL.
