This issue has not been fixed ywt as it involves custom deployers, so need to
figure out a clean way to fix it. For now though service authors should NOT use
templates such as {name} use something like foo/{name}. Have a look at
https://wso2.org/library/3725 for some guidelines when deciding of
whttp:location values
