WSDL2Java option -R in Axis2 1.4.1 does not appear to modify the created wsdl
to point to the locally generated schemas.
Our running environment does not have access to the internet, so it is not able
to retrieve the schemas from the web when services are deployed.
Also, due to time constraints placed upon us, we cannot wait for the timeouts
to occur. We are exceeding our startup and restart time constraints.
In Axis2 1.2, the WSDL2Java -R option correctly modified the generated wsdl to
use the locally generated schemas, but it appears that this functionality no
longer exists with 1.4.1.
