WSDL with multiple schemas causes WS-Security to fail

The following WSDL causes the stub not to attach the policy. The same WSDL with
one schema instead works fine. Trying to push the policy at runtime
(options.setProperty(RampartMessageData.KEY_RAMPART_POLICY, clientPolicy))
gives me a NullPointerException.
