URIResolverImpl currently does not attempt to resolve using a static XML
catalog. Updated URIResolverImpl to extend
CatalogURIResolver and attempt to use the catalog to resolve if a catalog is
available. If catalog resolution fails,
revert to existing resolveEntity logic to resolve remotely.
